Recently, the Ecological Environment Bureau of Hancheng City, Shaanxi Province issued an administrative penalty decision, imposing a total fine of 1.2 million yuan on two problematic enterprises discovered during the supervision and inspection by the Ministry of Ecology and Environment at the end of February.
In February of this year, the Ministry of Ecology and Environment discovered environmental problems in two coking enterprises in Hancheng City during the supervision and inspection of key gas related enterprises in the Guanzhong area of Shaanxi Province. Among them, Yulong Coking Co., Ltd. in Hancheng City interfered with the monitoring data of flue gas from coke ovens 1 and 2 by diluting and automatically monitoring the sampled flue gas; Shaanxi Black Cat Coking Co., Ltd. has not implemented emergency emission reduction measures for heavy pollution weather, fabricated false records to cover up illegal production facts, and frequently shut down desulfurization and denitrification systems, resulting in excessive emissions of atmospheric pollutants.
Afterwards, the Ecological Environment Bureau of Hancheng City immediately conducted investigations and evidence collection on relevant issues, filed and dealt with illegal acts, and transferred the illegal issues and suspected criminal clues to the local public security organs.
After investigation, the Ecological Environment Bureau of Hancheng City found that Yulong Coking Co., Ltd. in Hancheng City had excessive smoke emissions on February 22 and 23, with smoke emissions exceeding 2.63 times on February 23. This company engaged in online monitoring facility fraud by diluting and automatically monitoring and sampling flue gas when the dry flue gas desulfurization failure did not achieve the desired treatment effect. On March 6th, Shaanxi Black Cat Coking Co., Ltd. experienced a power outage due to a production workshop malfunction, resulting in yellow smoke that lasted for 65 minutes.
According to relevant laws and regulations, Hancheng Yulong Coking Co., Ltd. was ultimately fined 1 million yuan, and three responsible persons were subjected to criminal detention and compulsory measures; Shaanxi Black Cat Coking Co., Ltd. was fined 200000 yuan, and two responsible persons were administratively detained.
